civitas. develops the digital layer for the German Einbürgerungsverfahren (naturalization procedure) — for applicants via the public product einbuergerungsservice.de, for municipal Einbürgerungsbehörden that conduct the procedure, and for law firms and counseling centers that support their clients. The platform builds on a common technical base and is multilingual, multi-tenant and DSGVO-compliant.
A procedure under structural strain.
In 2024, Germany fundamentally reformed its nationality law. The legal hurdles are lower than ever. The administrative hurdles — on the applicants' side as well as on the side of the processing authorities — have remained.
The platform.
civitas. is designed as a multi-sided platform — with a public access for applicants, an administrative layer for public Einbürgerungsbehörden, and cooperation models for law firms and counseling centers. All access points build on a common technical base. The company sees itself as neutral digital infrastructure for a public-law procedure — not as an advisor, not as a lawyer-substitute, not as an intermediary.

The public access guides applicants through the procedure under the Nationality Act (StAG) in six languages. A digital wizard captures the relevant data and produces an authority-ready application together with a personalized document checklist for the competent naturalization authority.
The product is aimed at private individuals who meet the requirements under § 10, § 9 or comparable legal bases and wish to file their application without legal counsel. Flat rates between 149 and 699 euros, one-time.
Cooperations with administration and the legal market.
For municipal Einbürgerungsbehörden (naturalization authorities), Landkreise (districts) and state authorities, civitas. develops the administrative-side modules of the platform: structured application intake, follow-up and review workflows, procedural statistics for municipal management, interfaces for existing Fachverfahren (specialized case-management systems). Goal: reduce processing effort, avoid follow-up enquiries through structured data, shorten throughput times.
For law firms specializing in migration law and non-profit counseling organizations, there are three cooperation models: workflow integration for processing standard mandates, discounted conditions for counseling centers and their clients, and referral programs for mandates outside one’s own focus. Design according to individual needs.
Multi-tenant capable, multilingual, DSGVO-compliant.
Operations are fully digital. Server location is exclusively Germany — all data processing takes place on Hetzner Online GmbH infrastructure in Nuremberg. End-to-end encryption (TLS 1.3), database encryption at storage level (AES-256).
The platform is designed to be multi-tenant (mandantenfähig) in order to map different access points — end customers, authorities, institutional partners — on a common technical foundation without data mixing between tenants.
Neutral infrastructure, no legal advice.
civitas. does not charge success fees, does not operate on a mandate basis, and does not make legal assessments of individual cases. Responsibility for the decision remains with the competent Einbürgerungsbehörde (naturalization authority) — in private-customer business as well as in institutional cooperations.

civitas. handles standard cases under § 10 and § 9 StAG. Where things get complex — Ermessens-Einbürgerungen (discretionary naturalizations), Ablehnungs-Widersprüche (objections to refusals), biographical special cases — Rechtsanwaltskanzleien with a focus on migration law are the right point of contact.
civitas. works with such Kanzleien (firms) on a cooperative basis: as a workflow tool for standard mandates and as a referral path in both directions. The relationship is complementary, not competitive.

No consulting.
civitas. provides structured information on Staatsangehörigkeitsrecht (citizenship law) and technical form-filling assistance — no individual-case recommendation, no forecast, no success statements.
The Legal Services Act permits legal advice only to authorized persons. This boundary is strictly observed — not as a compliance exercise, but as a product strategy decision.

In the consumer segment, four one-time application packages at four prices — no upsell paths during the wizard, no hidden fees. The application tracker for the post-submission waiting period is optionally available as a companion subscription.
In institutional cooperations, the same principle applies: open calculation, no success fees, no vendor lock-in. What is stated at contract signing is what gets delivered.
